OJJDP's Demonstration Programs Continuation Grants program was established to provide grants and cooperative agreements to organizations that OJJDP has selected for funds in prior years. This program will be authorized by an Act appropriating funds for the Department of Justice.
The Juvenile Justice Reform and Reinvestment Demonstration Program (JJRRD) and this training and technical assistance project that will support it brings together the use of a program evaluation tool developed by Dr. Mark Lipsey and a cost-benefit analysis component to provide states with the knowledge necessary to provide a full continuum of effective prevention and intervention services designed to achieve better outcomes for juvenile offenders. In order to do this, an intensive technical assistance process will be provided to three jurisdictions selected by the Office of Juvenile Justice and Delinquency Prevention. The goal of this initiative is to reduce recidivism and other negative outcomes through the improvement of juvenile justice services in a cost effective manner, and will be evaluated by an independent evaluation team. In addition, to meet OJJDP performance measurement requirements and to identify the successful implementation of the technical assistance component, the increased knowledge of training participants will be measured as will intermediate outcomes such as the change in policies and practices in the three sites chosen for the training and implementation phases.
The funding of this program will support the initial development of needed tools for the implementation of the JJRRD model, the delivery of training and technical assistance in the three selected jurisdictions, and the coordination of all key partners, including the evaluators and developers involved in the cost-benefit component of the evaluation.

OJJDP's Demonstration Programs Division Grants were established to provide grants, cooperative agreements, and other assistance to organizations identified in the Conference Report to accompany the Department of Justice Appropriations Act, 2010 (Pub. L. 111-117) -- H.R. Conf. Rep. No. 111-366.
Through the use of a tool Dr. Mark Lipsey has developed, this program will provide states with the knowledge necessary to provide a full continuum of effective prevention and intervention services designed to achieve better outcomes for juvenile offenders. In order to do this, a paper will be developed and a symposium will be held on this new approach to evidence based practice. The paper and symposium will serve to generate interest in an intensive training and technical assistance implementation phase that will be provided to three selected jurisdictions. The increased knowledge of symposium and training participants will be measured, as will intermediate outcomes such as the change in policies and practices in the three sites chosen for the training and implementation phases.
