OJJDP's State and Community Development Awards program was established to provide grants and cooperative agreements to organizations that OJJDP has selected has been be authorized by an Act appropriating funds prior years. This program w the Department of Justice.
The goal of the Enforcing Underage Drinking Laws (EUDL) Program is to support and enhance State efforts, in cooperation with local jurisdictions, to enforce laws prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors. For the purpose of the program, minors are defined as individuals under 21 years of age.
Iowa's Division of Criminal and Juvenile Justice Planning (CJJP) of the Iowa Department of Human Rights provides for a statewide distribution of the EUDL Block Grants Program through the Iowa Juvenile Justice/Youth Development Project. EUDL funding will be used to continue the following existing activities: 1) Iowa State Patrol (ISP) to conduct statewide compliance checks; 2)Iowa's Alcohol Law Enforcement/Retailer Training (I-ALERT) tool to support retailers in reducing youth alcohol consumption; 3) Juvenile Anti-Alcohol Group (JAAG) Task Force to coordinate efforts of law enforcement and community partners to reduce the availability of alcohol to underage youth; and 4) Helping Services through strategies and technology support for prevention of underage drinking to change community norms, for example, education to alcohol servers and sellers, limiting retail access through Responsible Beverage Server Training (RBST) and implementing media campaigns intended to change community norms and limit social access to alcohol by underage youth. The goal of the Enforcing Underage Drinking Laws (EUDL) Program is to support and enhance State efforts, in cooperation with local jurisdictions, to enforce laws prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors. For the purpose of the program, minors are defined as individuals under 21 years of age.
The State of Iowa's Division of Criminal and Juvenile Justice Planning (CJJP) of the Iowa Department of Human Rights provides for a statewide distribution of the EUDL Block Grants Program through the Iowa Juvenile Justice/Youth Development Project. EUDL funding is combined with federal JABG and Formula funding and allocated to the eight District Juvenile Courts across that state. The allocation is based on the number of youth 5 to 18 years of age in the judicial district with a contract offered to Juvenile Court Services upon submission of an approved JJYD Plan for the district. The Chief Juvenile Court Officers and their staff work with local law enforcement, community human service organizations, treatment providers and schools to plan, develop and provide programs for court involved youth and youth at risk for court intervention. EUDL funding provides local contracts with law enforcement and other community agencies to provide compliance/enforcement, education and prevention activities around the issue of the underage use of alcohol.
