Reducing Underage Drinking in Washington State

OJJDP's State and Community Development Awards program was established to provide grants and cooperative agreements to organizations that OJJDP has selected for funds in prior years. This program has been authorized by an Act appropriating funds for the Department of Justice.
One component of the Enforcing Underage Drinking Laws (EUDL) Program is to support and enhance State efforts, in cooperation with local jurisdictions, to enforce laws prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors. For the purpose of the program, minors are defined as individuals under 21 years of age.
Washington State will support a Law Enforcement Partnerships project and an initiative implemented through the College Coalition for Substance Abuse Prevention to support information delivery and alcohol problem-screening with persons enrolled in a college or university. The Law Enforcement Partnerships project initiative is aimed at developing cooperation between community coalitions and law enforcement for underage drinking law enforcement. Law enforcement from five Prevention Redesign Initiative communities will be trained to implement alcohol purchase surveys, alcohol compliance checks and to do alcohol source investigations in cooperation with the PRI community coalition. This project will provide funding support to the College Coalition for Substance Abuse Prevention for professional development training around substance abuse for college students services professionals.

Description
The goal of the Enforcing Underage Drinking Laws (EUDL) Program is to support and enhance State efforts, in cooperation with local jurisdictions, to enforce laws prohibiting the sale of alcoholic beverages, or the consumption of alcoholic beverages by minors. For the purpose of the program, minors are defined as individuals under 21 years of age.
The Washington State Department of Social and Health Services, Division of Behavioral Health and Recovery (DBHR) has as its primary prevention priority the prevention of underage drinking through changing adult attitudes about underage drinking with an effort to increase adult actions that inhibit underage use and to decrease adult conduct that tends to facilitate underage use. DBHR plans to use the media to reach parents, primarily those whose children are in middle school, and will promote use of their website (www.StartTalkingNow.org). Short-term progress will be measured by monitoring the use of the website and surveying visitors to the site. Progress toward long-term outcomes will be determined by biennial Health Youth Survey results as well as usage of DC-TAT performance measures. NCA/NCF
